Health became, within the framework of the Welfare State (1945), a basic need and since then, it has been treated as a fundamental right of citizens. Previously, in some Western countries, different projects had already been developed to respond to this fundamental need for citizens and, among others, two large models were deployed. The Bismarck model in 1883 in Germany and later in Austria, Switzerland and Belgium, and the Beveridge model that began in Great Britain and was later implemented in Sweden, Finland, Norway, Denmark, Spain and Canada.
In Spain, and within the Beveridge model, the National Health System (SNS) enjoys great and well-deserved prestige in society and one of the factors, recognized unanimously, that has further improved the level of the SNS was the implementation march of postgraduate specialized training (MIR), in 1978(1,2), which has had an enormous impact on improving the average quality of doctors trained in our country in all areas: specialists in Primary Care, Health Mental or in Hospitals.
